Proposed City Charter: Information for Voters
The City of Mechanicville Charter Review Committee is providing residents with information about the proposed new City Charter, which will appear on the upcoming ballot. The proposed charter would change the City from the Commission form of government to a City Council–City Manager form.
Here is the latest information, including the current and proposed organization charts and a comparison of the estimated annual cost under each form of government. Download the full document (PDF) on the Charter Review Committee page.
Why a three-year transition?
If voters approve the new charter, it takes effect on January 1, 2027. Changing how a whole city government is organized takes time, so the charter phases the changes in through December 31, 2029.
Current terms have to be honored. The City can't cut short the term of someone voters already elected. Current officials finish their terms, and the new Council seats are filled through regular elections.
Hiring a City Manager takes time. The Council has to set the job requirements, advertise, interview and hire the right person.
Departments need to be reorganized. Reporting lines, job duties, budgets and day-to-day processes all have to be updated so services keep running without interruption.
There are legal and state steps. The new charter has to be reviewed by attorneys and filed with the New York Department of State.
In short, the change starts on January 1, 2027. The transition period lets the City make it smoothly, legally and without disrupting the services residents rely on.
